Escalating Iran-Azerbaijan Tensions Expose Broader Regional Fault Lines

Turkan Bozkurt, Deputy Director of the IPEK Center, was interviewed by AnewZ on the escalating tensions between Iran and Azerbaijan, offering analysis on two interconnected developments shaping the regional security landscape.

Bozkurt examined President Ilham Aliyev's characterization of the Iranian strike as "terror and aggression," noting that the language was precise and deliberate rather than merely rhetorical. By invoking "aggression", a term with specific weight under international law, Aliyev framed the incident as a state-on-state attack, activating Azerbaijan's right to self-defense under Article 51 of the UN Charter. 

The use of "terror," meanwhile, directed attention to the civilian nature of the targets, raising the domestic political stakes considerably. She further noted that the language served multiple audiences at once as it signaled alignment with Washington and Tel Aviv, invoked solidarity from Ankara under the Shusha Declaration, and opened legal pathways for formal condemnation internationally. Equally significant, Bozkurt argued, was Aliyev's restraint by stopping short of declaring war, he preserved full flexibility to escalate, negotiate, or wait without publicly committing to any path.

Bozkurt also addressed a Hudson Institute report documenting Iran's systematic influence in Georgia, focused on the country's ethnic Azerbaijani Shia minority. She noted that for Azerbaijan, the risks are particularly direct, as Iranian engagement with this community carries a transmission effect that reshapes religious identity and quietly erodes Azerbaijan's tradition of political secularism. 

In the current conflict environment, she warned, pro-Iranian media platforms in Georgia are circulating anti-Western narratives to Azerbaijani speaking audiences, including messaging that frames Baku's alignment with Israel as justification for the Nakhchivan strike. Such narratives, Bozkurt cautioned, risk fracturing community solidarity at a sensitive moment, an outcome that would ultimately serve Tehran's broader strategic interests.
